Why retroarch have not all the settings ? and why dont save any change i do?

Hello, i can get retroarch from EmulationStation or in game, but i see that not all the regular settings are there, why?
And the setting that can be seted dont be saved, and the setting for save is not there!!!
Why and what can i do? ca i change that editing config files?
