Sonic CD:

• You can currently download the Sonic CD apk for free
  https://apkpure.com/sonic-cd-classic/com.sega.soniccd.classic or Sonic CD Classic 2.0.0 APK Download by SEGA - APKMirror
• Extract the apk using an archive manager and navigate to Android/obb/comm.sega.soniccd.classic
• Find the file patch.49.com.sega.soniccd.classic.obb and rename it to Data.rsdk
• Copy that file to the Emuelec directory roms/ports/soniccd

Sonic 1

• Extract the apk using an archive manager and navigate to /assets
• Find the file Data.rsdk.xmf and rename it to Data.rsdk
• Copy that file to the Emuelec directory roms/ports/sonic1

Does the same apply for supertuxkart? I downloaded the game data but have no idea how to install it.

No, the data should be automatically downloaded when you run the game the first time, you need internet tho.
